The tool first reduces reported wind speed by the sine of your clock angle so oblique breezes contribute less cross component than full-value crosswinds. It then estimates time of flight using horizontal range in feet divided by muzzle velocity, slowed modestly as G1 BC rises. A compact lag multiplier converts that time into an approximate lateral drift in inches, which is translated into MOA using the standard minute-of-angle subtension at your range, then into MIL using the fixed MOA-to-MIL ratio.
